1. Business Case Template
This versatile document can be used whenever you want to justify starting a new project. It can even provide core input for a full proposal. A Business Case is a document which outlines the justification for the start-up of a project. It includes:
- A description of the business problem (or opportunity) which exists in the business
- A listing of the available options for delivering a solution to resolve the problem
- The benefits and costs associated with each solution option
- A recommended solution/option for approval.
This template guides you through writing all the success you need to make a convincing case to your supervisor, sponsor, lender or investor.
2. Sample Proposal – Response to Professional Services RFP
This is an actual proposal submitted in response to a request for proposals (RFP) issued by the state of Iowa for professional services in the health sector. The sample includes cover letter, proposal, attachments, everything to give you an idea of the language, requirements and detail required for successful proposals. The state of Iowa uses it as a model for contractors interested in submitting proposals.
3. Sample Proposal – Response to Construction Engineering RFP
This is an actual proposal submitted in response to a request for proposals (RFP) issued by a county in Virginia for the construction of a Metrorail parking facility. This sample proposal provides a good model of language to use when assembling multiple firms to fulfill the contract, and how to address requirements for innovative sustainable design elements.
4. Sample Proposal – Small Business Innovation Research Program – NIH
The SBIR is a program of the Small Business Administration that provides funding via contracts or grants to small businesses research and development (R&D). This sample proposal to the National Institutes of Health (NIH) proposes an innovative way to do rapid testing for HIV.
4. Sample Proposal – Community Health Worker Program
This sample grant proposal is an example of a proposal or narrative for a community health worker program based on standard sections found in requests for proposals from the federal government. You can use this sample proposal as a model of how to describe community health needs, explain a community health worker program, and write objectives. While this is an excellent sample, it is essential to adapt this sample proposal to fit your community, organization, and the specific requirements of the funding agency or private foundation.
5. Sample Proposal – Environmental Protection Agency
This sample proposal can assit you in the preparation of a grant proposal to the U.S. EPA. It is not intended to be used verbatim, but rather to serve as a sample
for eligible entities (e.g. U.S. regional, state, local, tribal or port agencies or nonprofits related to transportation or air quality) as they craft their individual proposals. The sample includes narrative, and SF 424 and 424-A forms. Be sure to adhere to the specific requirements of the Request for Proposals to which you are responding. Each Request for Proposals will differ slightly in its instructions and requirements.

8. Guidelines for Technical Evaluation of Cost Proposals
When bidding on or fulfilling a federal contract, you will likely be required to submit a cost proposal. There are two basic types of cost proposals: upfront cost proposals, which are submitted prior to winning a contract or an incurred cost proposal, which is due halfway through your fiscal year as a contractor. For the latter, you just submit the required electronic ICE form, available for download here.
An upfront cost proposal may be required as part of the bidding process if it is required in the RFP (Request For Proposal) or if the contract is subject to TINA (the Truth In Negotiations Act). TINA kicks in and mandates bidders submit cost and/or pricing data when procurement exceeds the TINA threshold (currently $750 thousand) and none of the exceptions to cost or pricing data requirements applies (see the exemptions below).
Essentially, the government wants to ensure that it is paying a fair price for the goods or services described in the contract. The government wants the contractor to make a fair profit (which may be spelled out in the contract), but not an outrageous one.
